Currently, these are sitting empty. Populate them with exercises belonging to the exercise_collection tied to the course.

Even within the exercise_collection, there are some exercises that should only be available to course staff. Add a new field on exercises like public_to_collection or something, and a corresponding menu in the exercise edit form.
