The tax form doesn't ask for a name.

Include a name field on the tax form.

Either make it free-form^[1] or include a randomly generated personal ID card^[2] that the player must copy from.

[1]: But player gets in trouble for leaving it blank!
[2]:This will require a random dragon name generator. The current one one only works for humanoids.

On the one hand I like the idea of the player picking their own name, on the other hand I like the idea of one more document to deal with.
