When I turn the knob to lower or raise my volume I have to turn it by 2 "notches" to get to the next number which is fine. If I only turn the knob one notch it will raise or lower the volume but it seems to get "stuck" wherein the volume continues to lower one number at a time without the knob turning.

There are certain rotary encoders that only complete half a cycle for each "notch" movement. Based on the information you provided about your issue, it seems like you may have used one of these encoders. Therefore, you need to either switch to a different type of encoder or modify the firmware to work with the current encoder.
Thank you for the information. That may be the problem. I chose the rotary encoder that is listed under hardware but it looks different than the one that you have in the picture.
