WMAS2017 intentionally referenced Indexed DB 1.0, and in WMAS2018 the SpecRef reference was changed to INDEXEDDB, which at the time pointed to Indexed DB 2.0.

Now that there is a Working Draft for Indexed DB 3.0, the SpecRef reference for INDEXEDDB is pointing to https://www.w3.org/TR/IndexedDB/ which currently displays that 3.0 working draft. Therefore, we should pin our Indexed DB reference to 2.0, since that was the original intent and we have not explored an explict update to 3.0 (and probably should not yet, given 3.0 is still being actively worked on)
