The netboot installer for 20.04 is still there, but well hidden:
http://archive.ubuntu.com/ubuntu/dists/focal/main/installer-amd64/current/legacy-images/

I installed several servers with it. Install size (with ssh-server only) 1.7G instead of >5G with the server installer.
