Enabling Security & Creating User in manifest before deploying Jenkins.

I'm trying to enable security and define security realm and authorization in the puppet manifest before deploying Jenkins but I keep running into a puppet-helper.groovy and jenkins-cli.jar.

I would like to deploy a security enabled Jenkins with an admin user.
I'm using a Master and Slave nodes with Centos 7. My manifest is in /etc/puppet/manifests/site.pp

Is this possible to do? and if so, I would really appreciate some guidance as I'm fairly new to Puppet CM.
