Should I also pass the skip
list in addition to finished_before
, and exclude the sequence groups marked in this list during tracing?

After merging #7049, I noticed that non-beam search requests result in duplicate OpenTelemetry spans being exported.
This PR resolves the issue by passing the
finished_before
list todo_tracing()
, similar to its use indo_log_stats()

Code Quality

Each custom kernel needs a schema and one or more implementations to be registered with PyTorch.
