Proposal: Type Conversion Functions

Introduction
A new, uniform way should be provided to convert between different types.

Motivation
Relatively often we need to parse numbers from strings or serialize data.

Proposed Solution

In module strings:

• func fromInt base, int

But also functions like parseInt, parseFloat and many more.
