An authenticated submission with only metadata should download archive from either maven repositories or pypi servers.

This might be pulled in from ingestor.

The charon plugin is complete for now. PyPi support has been skipped for now as we need better handling of python artifacts themselves. The PyPi handling is to be done as a subtask for [Issue #80]
