Provide a more meaningful error when GAV-based submission fails #130

When submitting an artifact based on GAV, if it does not exist on maven central, you will get the error:

"We are undergoing maintenance (or possibly are being eaten by zombies). We should be back up shortly."

This should be something like:

"The maven coordinates you have entered do not exist on maven central."
