State does not appear under Location #131

Currently the state does not appear under Location.

Location: Topeka, 
Station Id: KTOP
Radar Id: DOC
Zone Id: KSZ039

Updated index.js to the following to pull the State based off of the ZoneID.

spanState.text(_WeatherParameters.ZoneId.substring(0,2));
