I found that a few counties were duplicated. Roanoke City was updated between your post and the election. I got a new shapefile for Roanoke City, here:
ftp://ftp.roanokeva.gov/GIS/Shapefiles/
Two other precincts were missing, which I geocoded by hand: Essex Village in Henrico County and Rotonda in Fairfax County.
