Detail the end difference between the two. One is ordered "pursuant to the rule," and the other is "without objection"

Code H42300 is also used in conjunction with "Pursuant to the rule" with no immediate difference between itself and H35000.

Need to find the difference between the two, or possibly count it as a miscoding in the House code.
