Switch cookie plugging from Finsweet to a better solution

The cookie consent plugging chose by Veza, Finsweet, is not ideal. It does not have the full suite of capabilities I would expect from a fully GDPR compliant plugging.
Some of the items that are a pain point on this plugging:

1. banner behaviour
2. lack of cookie table
3. as this is managed by VEZA we don't have access to the plugin, therefore governance (review the site to see which cookies are being used and update the cookie info accordingly) is difficult.

I will investigate other tools in the market, probably cookiebot, and see if we can switch to a better solution.

This is an enhancement and not a blocker for release.
