Add small RNA targets to TIN-X #2

Small RNA targets such as ncRNA could be added to TIN-X. The info on these desired RNA targets exists within the text-mined NER data from the DISEASES resource. Adding small RNA targets to TIN-X would also require some changes to the user interface.
