Block some commands outside of #bot

Of course this should ignore moderators & the moderator category.

Commands like

• role
• info
• desc
• setfetch
• help

Don't really have a place outside of #bot.

Alternatively you could post the command output in #bot and post a link to the message there in the channel it was used in. Would prevent most of the noise without removing functionality.
