which version of Open3D (from Open3D 0.9 to Open3D 0.16) can we choose ? #12

We should install libopen3d-dev on our Ubuntu system. When we compile Open3D with source code, which version of Open3D (from Open3D 0.9 to Open3D 0.16) can we choose so that we can achieve the same effect of using "sudo apt-get install libopen3d-dev"?Thanks very much!

I use 0.9.0 on ubuntu22.04.

This new branch should work with open3d 0.18 and ubuntu 24.04: open3d-0.18
