Dragging mouse out of unfocused app and then releasing button, acts like button is still down

Within the sample browser (testing on Windows):
1.) Hold the left mouse button down on some text in a web page (you can start dragging to select some text; makes no difference).
2.) Focus another window via keyboard, such as Alt-Tab or something like Win+r.
3.) While still holding the left mouse button, move the mouse away from the sample app window.
4.) Release the mouse button.
5.) Move the mouse back over the sample app window.

Bug: It acts like you are still holding the mouse button down and dragging around the page, so text is selected/deselected.
