Commit a working instance of Annif and push to GitHub #19

Figure out what files we need for a working instance of Annif, and push to https://github.com/uclibs/Annif-Scholar

Remove unnecessary files, adjust the .gitignore, and include the vocabulary and training files we need (if possible).

be sure to include the base projects.cfg so we can customize it.

Include in the README the system requirements and directions for someone to clone it and get it running.
