After we have Annif running smoothly in our local environments, get it running on a server so we have a stable place to test and train.

The EC2 instance will be stopped when we're not actively testing it.

Create AWS EC2 instance with docker
Install and run the Annif docker image
Create IAM accounts Sean, Lisa Thomas (Samantha)
Configure AWS to allow GUI access to port 5000
