Fedora 38 build for ublue-os/base

I've added an F38 build for the base image:

There are tagged with 38: https://github.com/ublue-os/base/pkgs/container/base/69906110?tag=38

After a rebase and reboot you should see something similar to this:

Sorry I should have updated this thread, I've disabled 38 builds for now so we can concentrate on redoing the initial flatpak experience. We'll be adapting VanillaOS's first-setup for this, so if you're familiar with the tool then feel free to drop into the discord server and holla at us.
