Issue template for rebasing/ non-ISO installs is missing

I want to report an issue about rebasing from Fedora Kinoite to Ublue Kinoite, but there's no issue template specific for actual issues apart from those experienced with the install ISOs or security issues.

It's not very clear (or legible) if the general category of issue I'm experiencing is supposed to be opened as a blank issue (small text at the bottom) or not reported at all.

I guess this is a discussion about how the current Issue UX is, and how to improve it :)
