Hey everyone,

We want to decide which things we're doing because we need to, and which ones are extra ideas that need more time and resources to execute.

Let's work together on the scope and then I'll PR it but here's the idea:

Things labelled proposals are where we see a problem we want fixed and need concensus and a plan.
Things labelled concepts will be broader ideas like exo, or new projects that need more bodies.

Things that are proposals and important issues that have to prioritized will always take precedent based on maintainer load. So anything on the milestone list is what we're actively working on, and those are targeted towards a specific Fedora release, like F39 for example.

Then we use concepts to capture ideas and iterate but don't put anything on the work list until it's resourced. Mostly I want to capture ideas that we have for future contributors and stuff but manage expectations as far as deliverables since technically the project is feature complete (mostly). Thoughts/Ideas?
