[Documentation inconsistency] Cannot build new api.json #19

There are instructions https://github.com/tvmlabs/tvm-sdk/blob/main/README.md?plain=1#L182 which says how to build new api.json but as I have understood tvm_cli have been updated and it doesn't contain 'api' argument for building such thing.
