Pedestrians are always mapped to a lane, even though they are not in the bounding box of the lane.

Describe the bug
Currently, the static data does not contain pedestrian walkways.

Expected behavior
Pedestrians/animals should be mapped to a walkway. Additionally, when a vehicle, or pedestrian/animal should not be mapped to a lane when the distance to the lane midpoint is too great. Maybe introduce an offroad lane used as a default lane.
