migrate group handling to invenio-config-tugraz

@mb-wali should we move the group handling (create/modify/delete) of [1] move to invenio-config-tugraz. It is possible that we need this feature also in other places. Further the permission handling in the sense of creating the Generator is also done in invenio-config-tugraz
