How does polygon creation happen?

How does polygon creation happen? I am reading the R package (polygone), but I have no idea what it is supposed to do.

I did not figure out how to do this, but I used ArcGIS pro to create my polygons split by a roads dataset.

Readme states that directory structure contains src\polygons with "scripts for creation of base polygons using road networks, etc.", but it's missing in the actual directory structure. Would be nice if added.
