Ansible 2.5+ compatibility ("changed" condition)

As of Ansible 2.5, filter such as changed are conditions.

This causes a problem in https://github.com/torian/ansible-role-strongswan/blob/0971137/handlers/main.yml#L6
because it uses the older when: var | changed instead of the newer when: var is changed format.
