This updates dependencies and removes term crate since it's not used.

Is it possible to merge this so that the tiny-http dependency can be updated, and then cut a new release? 0.7 is a big win over 0.6, and being stuck on tiny-http 0.6 means that crates have to carry [patch] sections around, which is not great.

multipart and base64 can be updated to 0.18 and 0.13 respectively without any changes to rouille, just tried it in a local fork. This removes dependency on version_check==0.1 and other very old dependencies

@MightyPork I was able to update multipart, time, base64 and rand and those are now available in 3.2.1

Postgres is more difficult as anything above 0.15 breaks our 1.41.1 test suite and since it's a dev-dependency I don't think it's as big a deal.

@froydnj tiny-http has been up at 0.8 since Rouille 3.1, hope that helps tidy up your [patch] sections!
