Override Keep Private option for a repository

Looking for an option on a repository that removes the ability for a repository Admin to make that repository public. Meaning that making the repository public means either an Owner doing it, or the option being turned off.

This is different from the current org-wide setting setting whether Admins can make a general repository public or not.
