Is your feature request related to a problem? Please describe.
The tstune utility increases the overall image size, which can be a concern in environments where minimizing image size is critical, such as resource-constrained deployments. With Timescaledata and tstune, the size of image has reached 1GB+.

Describe the solution you'd like
A lightweight version of the tstune utility. This lighter version should maintain the ability to perform database tuning effectively while addressing concerns about image size.

Describe alternatives you've considered
Tried clearing/removing packages as described under documentation, but the size of timescale database image is large.
