[PARTIALLY IMPLEMENTED] SKR 1.3, TMC2130 Support

Hi All,
I'm totally aware that this board may take a lot of effort to support but it is a nice to have a wide range of supported boards

TMC2130 is such a hot stick but supporting it in the firmware would be so nice

i'm available to test as i have the tmc and the 1.3 board

The SKR 1.3 and TMC2130s won’t be supported.

TMC2130 support has been added. Active cooling is a must or drivers will overheat.

Several requests & I found a box of them I could test with 😄 They are noisier than 2209s & 5160s and require active cooling to prevent overheating, so I still don't recommend them.
