keeps saying "Could not find criFsIoWin_Exists! The Mod loader may fail to load"

Are you on the newest version of Sonic Forces from Steam? Also show me the full console window which should also show the ML version.

yes using the newest version also a legit copy as well

This is unusual, is the error exactly the same every time you start the game?

Can you also create a HMM snapshot file by pressing Shift + F1 while Sonic Forces is selected in HMM. This file which will be a .txt and contain the file list and some configuation files.

yes on further look the codes work but any mod does not

Can you try deleting dinput.dll and then rename dinput8.dll to d3d11.dll? After doing that, launch the game using Steam not HMM.
