Upload to Stackage

Stackage looks quite difficult at the moment as we depend on clay, which doesnt build in the latest stackage.

I've updated the installation script to use cabal from within stack to install inliterate and tintin

For me at the minute the script is still failing attempting to build clay via cabal. It looks like the commit for Semigroup compatibility was made at sebastiaanvisser/clay@5cc058d in mainline so maybe clay can be pestered for a new version?

Clay has been updated to 0.13.1 so this can be closed.

I've just opened an issue at stackage commercialhaskell/stackage#3679

Needs upgrading megaparsec to 7.x before entering LTS-13.

UPD: Oh, actually its the transitional dependency from require and it's upgraded already.
