API Update needed

Server is now on API version 10. Max API version supported by stand alone client is 9.13

This is going to take a while cause I need to do all the OD support stuff
I can cut a prerelease that just has the api bump if you need it asap though

server is still functional for now. just gonna take me longer to figure out why DMAPI validation has been failing and I will need to figure out why any version of the control program crashes on launch after version 3.3, not in a rush as a result
