Dynamic Feature Additions/Feature Click Detection

In creating the NYC Car Theft Viewer demo application I noticed the following needs:

• Addition to the tethys map layout javascript API to add new features onto the map onto existing
• Add that layer to the layers tree in map layout
• Add click detection for newly added features
• Add highlight color options for points (possibly) for if the feature is selected

Something to go along with this would be a way to dynamically add to a legend that's been added to the map.
This could include adding colors and different options for shapes to go with each item in the legend and to show and hide the legend.
