Fix Install Instructions

We need to change the install instructions now that tesseract_ext is not a tesseract submodule. I think it will be easiest to just add a step that is clone tesseract_ext rather than adding it to the rosinstall unless we can find a way to exclude that package from the workspace in CI runs since all of those packages are already in the docker.
