You can open the file and try to fix issues or just delete it, at the cost of losing auto installed packages info. It should have 2 newline separated entries for packages like following.

Package: llvm
Architecture: aarch64
Auto-Installed: 1

Package: zip
Architecture: aarch64
Auto-Installed: 1

Seems like termux/termux-tools@138bb91 deleted the lines, but not files itself of mirrors removed and didn't delete the entries from Makefile.am either.
