I’m trying to look at the source code of your LoCha computation; is this the right repo? GitHub search returns no results.
By the way, what would you think about making LoCha calculation a separate service that could (in the long term) be run somewhere in the OSM infrastructure? If I understand correctly, computing LoChas appears independent of scoring and all the rest. If that’s true, it might make sense to publish a continuous LoCha stream that can be queried by anyone doing serious quality control. Maybe it’s a braindead idea, or too early, but I’d be curious in your thoughts.

There is no LoCha implementation yet. That one of the big next steps.

That an interesting idea. But for now, I prefer working prototyping a first LoCha implementation in this project in scripting language to move more quickly.
