The basic premise here is like a large menu of topics which each have their own detail page. The enhancement here would be to add a small quiz at the front of the site which gives users a "guided tour" through Warren's policies, in the order they matter to this particular user. Potential ways we could handle this:
Directly ask users to rank their policy interests using a drag'n'drop interface -- easy to code, but a little complicated for the user
Ask users what they're most concerned about this election, but referring to general ideas rather than specific issues, "Financial Security", "Personal Safety", "Accountable Government", things like that. Only worth doing this if we can group policy categories into meaningful chunks.
Something like the above, but framed positively rather than negatively. "What does your America stand for?" Answers like:
"The American Dream", (healthcare, housing, wages)
"Strength Around The World", (trade, foreign policy)
"Welcoming The Tired, Poor, & Huddled Masses" (immigration)
"Rule By The People, For The People" (corruption, voter suppression)
