Unnecessary generation of protocols #266

We don't need to generate the protocol code in the build script for any of the protocols defined in wlroots.

Server Decoration used to need it but now there's an enum that defines the values we need. Which is all we needed for generation.

The Idle one was erroneously added when I gave bad advice in #265.

Removing this code generation should speed up the build a litte.
