This has the same problems as XDG shell that was fixed in Surfaces are set up correctly, the destroy listener is removed correctly, subsurfaces has a manager, and also shells can specify surface handlers #184. Please fix
Test a layer shell client to ensure this is all good.
- Test using Way Cooler layer shell branch and the layer shell client example in wlroots
Make the layer surface constructor return an optional SurfaceHandler

E.g there is no longer a vec of shells in the manager

If they don't close the connection to the client.

Like the other shells.
