this will involve terraform work like https://github.com/sul-dlss/terraform-aws/issues/1170

and the SQS queues, and the whisper container...

will need to list out all the other Terraform work and similar things that need to be done. may produce separate tickets that link back to this one.

also:

• dependency updates for the speech-to-text container (can we use the same update hook tactic we've used for e.g. poetry based python projects like was-pywb)
• deployment of speech-to-text container (for sinopia, we'd update terraform to point to a new weekly tag and then ops would terraform apply to prod) ticketed separately as Productionize speech_to_text_generation_service, or get it as close as possible and ticket the remaining work #7
