Create a function to delete a MARC tag

This will likely be used with the UI for users to add 979 fields to data (delete 979 fields mistakenly added) and possibly in conjunction with add a tag if the intent is to update the existing tag in the record (overlay).

This is something we will want but isn't necessary for completing the digital bookplate workcycle. I'm going to remove it from the Epic.

Iceboxing this until there is a more defined use case, and pending discovery of work to be done by FOLIO community around deleting tags, and what that may mean for protected tags.
