otomatis membatasi user ketika user menghapus pesan lebih dari (n) dalam kurun waktu (n)

contoh event

resistrict user ketika hapus lebih dari 4 pesan secara beruntun dalam kurun waktu kurang dari 30 detik.

contoh respon

bot kirim pesan ke grup bahwa user X telah melanggar rule tersebut

Tujuan meminta fitur ini adalah karna masih seringnya bertemu member yang lempar batu sembunyi tangan.
