Update subctl cloud prepare for various clouds like AWS/GCP/Azure/OSP to support load-balancer mode

When Submariner is being deployed using LoadBalancer service there is no need to create infrastructure resources (for example SG) to allow N/S traffic.

Subctl Prepare needs to be updated to support Submariner
deployment with LoadBalancer service.
