We should ask folks who use Submariner to add themselves and a bit about their use case to our new ADOPTERS.md file. An improved understanding of the ways Submariner is used will help us better support those patterns.

This is also a requirement for CNCF Graduation:

Have a public list of project adopters for at least the primary repo
(e.g., ADOPTERS.md or logos on the project website).

A stub ADOPTERS.md file was added in #1616.
