Add synchronization of protocol documentation with ReadME via GH actions using `rdme` #244

The ReadMe official docs detail how to incorporate synchronization of docs via GH actions: https://docs.readme.com/main/docs/rdme

Worst case, we should strive to add an internal docs section in the protocol repo and have that sync'd instead.
