It's better to split the protocol code into multiple public repo. My proposal is:

core: core protocol data type, and entry point, mainly contributed by protocol developers
modules: functional modules that can be contributed by community or partners
hooks: functional hooks that can be contributed by community or partners
SIPs: story protocol improvement proposals, open to public to propose improvement

ts-sdk-examples
