Hi there,

I tried to run the code but it returned 403 forbidden error, and it's still retrying.. is that a normal case? Thanks!

Does this error occur after running the code for awhile? I had to contact Library of Congress and have them whitelist my IP address.

Yes, the error occurs after running the code for a while.. Here is a screen shot of the error

Is there a solution to this? Is it recent that Congress.gov is doing this?
